By decision of the Certification Commission for Accreditation in the “Federal Register of Experts in the Scientific and Technical Sphere” (dated March 30, 2026, Protocol No. 3), Dr. Rashid Khunagov, Director of the ASU Research Institute of Complex Problems, Doctor of Sociological Sciences, and Professor, has been reaffirmed for a period of three years.
The Federal Register of Experts in the Scientific and Technical Sphere (FRE) is a comprehensive database of highly qualified specialists engaged in expert and analytical research for the Russian Ministry of Education and Science, as well as other government agencies. The register is compiled, maintained, and regularly updated by the Federal State Budgetary Scientific Institution "Research Institute — Republican Research and Consulting Center for Expertise" (FGBNU RI RINKCE).
Expert analysts are required to possess a doctoral degree or Candidate of Sciences (or an equivalent, such as a Philosophy Doctorate) in their respective fields. Additionally, they must have a scientific citation index or h-index, and recent publications in reputable Russian or foreign journals within the past three years. When considering accreditation, factors such as membership in Russian or international scientific associations, experience as an expert analyst, publication record including monographs and patents, and the application of their own scientific and technical developments are taken into account.
According to the Federal Register of Experts in the Scientific and Technical Sphere, there are currently 4,790 accredited experts in Russia.
